Unless you qualify for FAP, every school has a primary fee, because it has to be sent through AMCAS.
I only know of a couple that do not have a secondary fee.
Those are USUHS, UTHSC (Tennessee), and a few of the TMDSAS schools. There may be others, but those are the only few I know.
