there are some schools that interview/rejected already but
there are some schools that interview without rejecting students.
Why are they not doing both at the same time?
Do they have different plan?

or could it be because they are waiting for people to retake their DAT before they start rejecting them?

it is simply how school deals with applications. Every school has a system that works for them.
