Scoring on RC Section??

I was looking at the "Estimating Your Standard Score" pdf on the ADA website today and for the Reading Comprehension section it only goes up to 17. Does this mean that only one of the passages is graded. Or are 17 questions selected for grading?

I was wondering because when I've been doing practice tests if I come across a "tone" question I tend make a rough guess and "mark" it and come back to it if I have time, in order to get all of the easy "main" questions (cause I tend to run out of time). But if it is the case that only selected questions are graded, I obviously would treat every question the same.

Anybody know?

I think the scale is based on the passage given in the practice ADA test, which the RC consist of one passage and 17 corresponding questions.
 
I always thought they took the average of the number of questions you got right for each passage. Each passage has either 17 or 16 questions. I thought they did it like this because if they were to have the scale out of fifty then you could spend all of your time on two of the passages and make sure you get all of those questions right and then do you best guessing on the last and come up with a decent score. If they average the three passages then you have to do well on all three?
