is there any website that checks physicians' backgrounds (i.e. legal problems)?

I have seen a lot of websites that say they do, but you have to subscribe and pay money. It only shows the legal problems regarding their practice and if they did something to endanger their pts , not their personal legal problems (ie. stealing a shirt from the gap).

Pretty much everyone alive has that info in their choicepoint file. As far as I know it's available to anyone who pays a fee.

Private Investigation firm may be a lot better option than do-it-your-self sites. It may just be more accurate, and cheaper at the end.
