Secondaries: more weight before or after interview?

Sometimes I think secondaries are not so important for getting interviews. Some people were even getting interviews by not filling out (b/c they forgot) some of the questions in the secondaries. But same people did not get into those medical, even though they had interviews there.

I doubt many med schools read our secondaries before deciding to whom they give interviews. Especially those schools with tons of applicants.
