I believe most schools send secondaries to everyone who meets certain minimums, so a small percentage of people will be cut out. But the majority of applilcants will get secondaries so the schools can cash some extra checks. Unfortunately you don't know which schools actually consider you as a potential future student and which schools are just looking for some extra money. The only way to find out is to send in the secondary and a check.
