Secondary application request???

For those schools that require you to wait for their request to send in secondary app/fee, has anyone been asked by them to send it even though the application was incomplete (e.g. missing LORs)? Or do you know if they wait till your file is complete to ask you?

LLU asked me for one before I had my LORS sent in. I'm not sure bout the rest.
