Secondary Application Timing - two week rule?

I am still working on some secondaries, that I started about 4 weeks ago. Is this considered really late, and something that will look pretty bad? I really don't have a feel for the timing of secondary applications. I'd appreciate input from someone that's been through the process. Thanks!!
 
sooner is better. the 2-week rule is more of a guideline than a rule, just because most steps of the application process are done on a rolling basis.

but will it "look bad?" ...just finish them.
