You already applied and they did not extend an interview. Typically, programs will have in mind a number of people to interview per slot available.

If you are very interested in the program and believe you are a competitive applicant, it will not hurt to email the program director to express your interest. Be polite and do not expect a response. You might not get the outcome desired, but it would at least give consideration to your application in the even that: 1. an applicant declined an interview, or 2. the program has a post-match opening.

What specialty are you considering? Perhaps others here can offer more insight.
 
A program I really liked and was super interested in sent interviews the other day and I didnt get one. Could it hurt to send an email expressing my interest, or is this kind of needy/annoying?

Anyone ever had success with this?
Relax!!!
Just because you did not get an interview in the first round does not mean you are out of the running. Most places can only interview a few people at a time. (Believe it or not, they don't shut the whole operation down to do interviews.) Five or six rounds of interviews is not uncommon.

I'm a PD. Sending an email may not help but it can't hurt. It may inspire another look at your application which could lead to an interview. Be polite not pushy, Express interest, And wait for a response, Don't send more than one email, Good luck!

Express interest for this year? Or frame it as I'll be applying next year any advice?
 
As said above, you really have nothing to loose.

At least at my program, our chair and program director are especially swayed by people showing genuine interest in the program and I bet they would at least give your application a second look.
