My family might move to Texas sometime this month…unfortunately, that means that I would become an in-state resident by next July 2015 and I am also planning on applying that cycle to matriculate in 2016!

Is there anyway that TX med schools would still consider me as a resident by May or June so that I can submit my app early? I would just be like a month behind...

Most schools require you to have lived in the state for a full calendar year before considering you a resident
 
I think for application purposes, you're going to be OOS. You might live there long enough to be IS by the time tuition is due.

But I won't get the advantage of having a 90% chance of getting in :( I think I will call the schools to confirm as well.
 
Would it be a bad choice to wait until next end of July to apply? Seeing as I'll be in-state by then?

I don't see much wiggle room unless one parent moved down there earlier:

To establish domicile in Texas, you or your parent(s) must meet the following criteria:
  1. Live in Texas for 12 consecutive months; and
  2. Establish and maintain domicile for 12 consecutive months by doing one of the following:
  • Be gainfully employed in Texas (Student jobs do not qualify as gainful employment.)
  • Own residential real property in Texas
  • Own a business in Texas
  • Have a state or local license to practice a profession
  • Be married for one year to a person who has established domicile in Texas

I guess that means I would be in-state in July 2015 for sure…is it very disadvantageous to apply TMDSAS in July instead of May? I can still submit AMCAS on time by June 1st but my app to TX med schools would be delayed due to the in-state status. Would this delay severely hinder my chances of acceptance at TX med schools?

That sounds like a good plan. It would seem to me that whatever slight disadvantage applying in July might have is more than made up for by significantly increasing the seats available to you.
