Why is ophthalmology in sf-match? Neurosurgery has recently turned to nrmp - is this likely to happen with ophtho aswell?

Another question is, that internship match is via nrmp. That's quite confusing to an international medical student like me. Maybe someone can enlighten this topic for me.
