Unless you have a particularly strong desire to attend an "inner city" school in a bad neighborhood, I would recommend Shenandoah. I know several of their graduates and they seem like quite the bunch.
NAPLEX pass rates mean very, very little... most students at any school pass the NAPLEX which indicates that it isn't terribly challenging to do so. Effectively, if you genuinely believe you are a good student and do not find most courses to be particularly difficult, I would not care one iota about passing the NAPLEX - you will do just fine on it.
