I would like to know the name of the center that has an IR in house 24 hours a day.

Nothing wrong with the authors statement. It takes time to bring in an IR team, hopefully a short amount of time. But it is always better to know about a case that may be coming to IR. Bad outcomes often result when consults are called too late. And there are many specialties that are not always 'in house' even at academic centers.
