Should the Board Pass Rates be a big factor in rank lists?

I recently saw the FM board pass rates for each program. Some of the ones I'm applying to have 100% or in the 90s, but others are 80s with a fail every other year or so. Is this cause for concern?

The board pass rates may or may not reflect the quality of the program starting 3 years before you might start there. A lot can happen/change in 3 years, and a lot can happen/change in the 3 years before you take the boards. From what I've heard, people fail the boards for the same reasons they fail a step.

A program that doesn't have any 100% years might be kinda worrisome.
