Should we assume they are asking about the system if not specified?

Looking at an MCAT problem about breaking up the solute, adding the solute into the water and the stabilization of the solute-solvent mixture. The question is asking you to list the enthalpy change, Obviously this depends on if we are looking at the system or the surroundings so should we just assume that they are asking about the system?
 
Where did you find this problem? I think usually, this will be specified. If not, I think it's safe to assume that the question is asking for the enthalpy change of the system.
