The intermolecular forces among SiCl3H molecules are van der waals. Why can't they be Hydrogen bonds? The Cl atoms bonded to the Si have electron lone pairs (just like the O in water) and the H from a neighboring atom (just like an H in water) should be able to bond to the Cl via H bond in theory, right?
