Signal Recognition Particle Translational Arrest

I have been trying to figure out why there is a translational arrest during the signal recognition particle binding to the ER.

I thought it was because this arrest allows for the protein to be fully inserted into the ER? Can someone clarify the function of SRP translational arrest?

Basically it's to prevent proteins from being released into the cytosol.
