Just be aware that smaller schools (most of them) are receiving the same # of applications as bigger schools. Most are as competitive as the others because of the number of applications. Concordia University Wisconsin had about 200 plus 2 months before the deadline for only a handful of spots. Also, nearly every school is accredited so they have to teach the same tough material and everyone has to pass the same boards.
But here are some schools that are smaller:
Grand Valley University - MI ( Very specific application)
Shawnee University - OH (Lots of science requirements)
Eastern Kentucky University - Requires a transition year before the 2 year masters which may help you get into the feel of things.
Misericordia - PA are the previous person mentioned.. pretty small town.
Baker College - MI Requires a reflective writing piece, 100 plus hours of volunteer work
Saginaw Valley State University - MI
College of St. Scholastica - MN
St. Catherines -MN
Rockhust University - KS
Gannon University - PA
Mililigan College - TN
