from these 2 explanations, they are saying sn2 reactions have carbocation intermediates???? since when?

well in retrospect i guess #11 is sn1 since Cl- is a weak base

but in the explanation for #12, it says
"SN2 reactions require a good leaving group to create a carbocation"
