How do you distinguish between the two?
 
usually a very strong base accompanies E2 reactions, also E2 doesnt care about steric hinderance and can attach tertiary, secondary, or primary...bulky bases is a dead give-away that you have an E2 reaction...
 
I am pretty sure that even a bulky base will have competition on primary halide.
