Dangerous in and if itself really depends on how much is present - is it interfering with IV access, is it causing skin breakdown that can get infected (especially the scrot), is the parient having pain?
You should try and figure out what is causing it and you should work to remedy the situation if you can. The first thing you can do is turn down the IV fluids, have pharmacy concentrate any drips, and give some lasix, assuming of course the patient doesn't need the fluids, etc.
