Other than what PharmCas lists, what other examples would you say are a special circumstance? Is it always something that serves as an explanation for a bad grade or semester? Does it always have to be a negative experience?

I ask for two reasons:
First, I don't have any grade below a B, so nothing on my application really warrents a justification-- but I was in the military and stationed overseas for 4 years so some of my prereq's were completed online. Should I explain why I have online coursework here?

Second, I have two kids and was wondering if I should include this here, or maybe mention it in my PS or (hopefully) interview 🙂 I'm still sitting at a 3.7 GPA so its not like being a mom is affecting my studies, but I didn't know if its information I should supply in this section of the application.

I would include it. Both circumstances are likely to be looked at as positives during your application. The fact that you were able to handle and balance both your personal life and academic studies makes you all the better candidate.
