Specific rate constant vs. Keq

Are both only temperature dependent? I've read in some texts that the specific rate constant and Keq are both only temperature dependent and will not change for a given temperature. But I've also read that the specific rate constant can change depending on concentration and other things.

The only thing that affects Keq is temperature. rate constant on the other hand can be affected by a number of things, including temperature, pressure, concentration and use of a catalyst.
