States the allow medical students to challenge the EMT-P board exam?

Anyone know which states will allow a medical student to challenge the EMT-P board exam (i.e., without taking the EMT-P course)? I know VA does, but does anywhere else? The NREMT use to, but not anymore, apparently.

If the National Registry does not allow it then that rules out 39 of the 50 states...

While that may sound reasonable, it's actually not true. A number of states use the NR without actually requiring it (i.e., it is one path to certification or can be used to maintain certification/licensure without being the only way to do so). Also, I know VA allows this (a friend did it) but they are an NR state.
