Each exam is dynamically generated for each test taker; while the general proportion of questions derived from a particular subject is the same, some test takers report that certain subjects are either emphasized or deemphasized.

What does it mean that the step 1 is dynamically generated? Does that mean that the questions will change depending on what you get right/wrong? Or does it just mean that you get a random selection of questions that don't change once you begin the test?

Everyone gets a random selection of questions. It however it not like GRE in that it will give you harder/easier questions depending on what you got correct previously. This should be pretty obvious as, unlike the GRE, you can go back and change answers within a block (with the GRE you are stuck with whatever response you gave and then the system gives harder/easier questions appropriately).
