Step 1 scheduling

Quick question: If my school needs my step 1 exam on or before July 9th (wednesday), when is the latest I can take step 1?

I'm told to count back three or four Wednesdays (which one?), and take the exam before that Wednesday. I don't understand exactly what that means. Can I take it on that Wednesday. Is June 18th is that too late?
