step 1 scores and its relationship to number of questions correct

are step 1 scores somewhat of a raw score or something?

person A gets 185 and person B gets 225. does that mean that person A answered 40 questions more correctly than person B?

if its not, then how much of a difference is 10 points on the three digit scale in terms of questions... i've heard of people estimating 1 point as 1 question...
