Step 3 Eligibility and Cancellation

So I applied for Step 3 this weekend and my application has not been reviewed yet. If I cancel the application before they approve it, can I still get a refund? I just found out that my schedule won't permit me to take it until later and I guess the eligibility period is assigned right away. Does this period start from the day you submit the application or from the day that it is approved by the medical board (after they receive your notarized form)?

Once they approve it your time starts immediately. I picked Delaware for a licensing board just because I didn't want to have to mess with filing the ny license (required for the ny medical board to approve your step 3). Sent in all the paperwork late February and it was approved march 16 and the time started immediately. About the refund, I'm not sure
