Just received step2 CK score and transmitted to programs, should i email PC or PD where I interviewed at about it since it is so late that they may not notice it? Is it better to emaill PC or PD?

They will see it when they put you in their rank list, I don't think there's a need to notify them that you've transmitted it.

If they've already finished and certified their rank list (unlikely), I assure you that they won't change it just because your Step 2 score is in.
