Strong oxidizing agents

Hey everyone,

I came across a question in the Pearson exam that I needed help with. It asks for the strongest oxidizing agent out of F2, 02, Na, and Mg.

In the explanation they said its F2 because it has the highest standard electrode potential compared to the other 3, but are we supposed to know those values!? how would you figure that out if you didn't know the values?
 
It's one of the factoids I picked up during all those years of chemistry classes: Flourine is the strongest oxidizing agent of all the elements.
 
General rule is that the more electronegative something is the more better it is as an oxidizing agent. With that said, basically it goes in a diagonal, with F being the most electronegative Fr being the least. Or something close enough to that.
