"Strong Ties" to WV

I was just wondering what exactly is considered having "strong ties" to apply to med schools in West Virginia. I am from Pennsylvania, and I go to a college in Ohio that is really close to West Virginia (like a 5 minute drive). I've volunteered at a hospital in WV for the past 3 years during the school year. Are these kinds of "ties" enough or is it not worth it for me to even apply?
 
I really dont know so take this with a grain of salt, but I do not think you would be considered having strong ties. I believe it is if your spent a good chunk of your life living there, or have family living there.
 
I'm a PA resident and got accepted to both WVU and Marshall. You have ties with your volunteer work. I say shoot your shot.

Weak ties at best. Strong ties are you growing up in the state, or having gone to University in the state.
 
If you’re from rural PA you may as well apply.

I had basically no ties but was accepted and will be attending WVU. It's a great school. Won't hurt to apply
 
You should definitely apply to Marshall, not sure about the others.
