Student Loan Question

I took out some student/parent loans for undergrad, so I should know how this works by now, but my mom is the one with the financial head, and she was able to figure out how much money I needed for college. This time, I'd like to think I can handle it, but I'm just not sure how loans work! I've been offered no "Gift Aid" at all, so my MPH education is all going to be loans, which is fine (hopefully...), but I just want to take out loans for tuition/school purposes (i.e., registration/health insurance fees, books, and supplies). The provisional award letter UCLA has put together for me includes over $11,000 in living expenses loans which I don't want or need. Does anyone know what happens in a case like this? Is it an "all or nothing" deal, or do I fill something out saying that I need X amount of money for school fees, and that's the amount I sign the loan for?

No, you can request a specific amount from the school. Work this out with the financial department there.
