Looking for some guidance on this question. I've done a lot of digging in past threads but I think my situation may be a little unique.

I've done a lot of growing up since my old MCAT (507) in 2015. Including completing a SMP.

I'm scheduled to retake the MCAT 7/22 and I know conventional wisdom says to not apply without your score so you can "target" your applications but since I have a weak undergrad gpa (3.38) I won't be applying to top tier schools anyways and a killer score on the mcat won't change that. Also, old mcat was done a year out of school while working full time and effort was minimal. Now that I've taken med school classes for a year and developed strong study skills/ much better perspective, I know I can do much better (and am already scoring 3-5 points higher on my diagnostic tests about 3 weeks out from test day).

So question is: I've already submitted my amcas to state schools so I could start the verification process. Do I wait to submit secondaries until my new mcat score is back? I don't want the state schools to think I'm being lazy and taking a long time to get secondaries back, but I've read that some schools won't wait for your new score to review your app and I've also read that if they do wait for your new score you will get placed in an "on hold" pile that might be even worse because they might take a long time to get back to you. Just wondering from an admissions perspective what would be best for my chances?

Why are you retaking a 507? If you stated on your app that you will be retaking 7/22, I think schools will wait until the new score is in but I'm not 100% sure! Maybe @Goro or @gyngyn could shed some light here.

Many schools will screen as soon as the application is complete without regard to pending exam dates.

The bolded is a common SDN pre-med delusion. The Admissions deans don't sit with stopwatches waiting to see how dedicated you are to get your secondaries in.

Retaking the 507 because even though it's a decent score, I feel like with my low uGPA I need all the help I can get. Also like I kinda mentioned, I was working full time during my first try and didn't study as hard as I probably should have, but rushed it so I could apply that cycle. Now that I've completed an SMP all the science is very fresh and I have way better study skills, plus a free month off to just dedicate to studying. So I know that I can do much better.

I think based on @Goro and @gyngyn advice and input (which I very much appreciate!), I won't submit secondaries until my scores are back... but will have them pre-written so I can be complete by late august.

Smart to wait on the secondaries. Schools don't have to wait on your new score. Some will make a decision on your complete file well before you even take the new MCAT.
