How bad is it to prewrite secondaries but submit primary on July 12? It is the weekend, so is there a difference between submitting then and just waiting till Monday? Also I heard that the later in the cycle the quicker you get secondaries so if I get verified august 12 I should be receiving secondaries within that day and the next 4.

I would submit my primary ASAP! Pre-writing would be a good idea while you wait to get verified IMO

so is this date late or on time?
It's a little late for some schools with rolling admission, but its nothing too crazy. You won't know until you submit. It definitely wont rule you out anywhere even with rolling admission if you are a good candidate/mission fit.

is it still a little late if i factor in that I would have all secondaries already written

If you can get all the secondaries in before August you are "on time", but that includes all other part of the application like LOR, CASPER, etc. Realistically people should shoot for having everything done by Labor Day, but even in todays age that is late.
*Also make sure to post this in the correct thread next time. This is for schools specifically, not for general questions.

I cannot get it done before August as I am finishing up my primary and submitting this week and secondaries from august 15-25. So that means even if I get everything done before labor day I am late?

Nothing is "late" as it is rolling admissions, but unless you are competitive or a strong fit, you face an uphill battle compared to students who submitted prior. Some schools are already sending out interview invites, so you narrow your window by two months, which in this competitive of a field, is a lot. I attached a snapshot from Umich who publishes application dates data which helps illustrate my point.
All things considered it is not an end all beat all, if you're confident in your app go ahead, but you are gonna need to prioritize school secondaries and really cook to make up the difference.
