Does anyone know if you can submit your application through OptomCas before all the requested LOR are submitted? I already requested everyone I want to write a LOR, but one of them haven't submitted it yet so I was just wondering if I can submit my application now and the schools will be able to see that LOR once that person uploads it.

Yes, you can go ahead and submit your application so processing can begin. Just be sure that your recommender follows up with the request promptly.
