Switching Residency Program - From Primary Care to Subspecialty - Help

Hi all,
Sorry for the weird anonymity.
I received the opportunity to switch into a 5yr subspecialty from my 3yr Primary care residency
I was interviewed, given the spot and approved by the med ed committee
I had the talk with my current DME/PD who are willing to let out of contract
I have not yet signed a new contract

the snag-

The new program is asking for my pgy1 to be changed into a trad/prelim
but I'm 11 mos in = 'impossible'? per my DME

I believe this is regarding medicare funding...
Anyone with insight willing to predict the outcome for me 😛
Is there a way to petition a change, so that my program can receive full vs 50% funding in my last 2 yrs
I doubt they'll back out on me, but I've been through hell so many times in these situations (Match, reapplication, etc.)

I'm excited for my 11th hour reprieve, but I cant help being wary

People do this all the time. I did it. I don't understand why you're having a problem.
 
Usually this cannot be done. Your program has been submitting for medicare DME/IME reimbursement in your name, and when they do so they need to declare what field you are training in. They have submitted 11 months of PGY-1 training in your categorical field. To try to "backdate" this now and change it to prelim would be at best questionable and at worst fraudulent. Your new program will need to accept the decreased funding after 2 additional years of training.

I'm sure they knew the outcome prior to accepting me, I don't know why they would pressure me to change things around.
