I am applying through eras as an intern in the same specialty again, not happy at my current residency . How soon do I have to tell my Program Director on not renewing my contract next year.

Can't find an outside the match spot or switch with someone? I would delicately try to make your PD aware of the reasons why you want to switch into a different program. Usually family reasons, loved one in a different part of the country, etc are good reasons. You will need the support of your PD to change programs anyways, so make sure to talk to him/her sooner rather than later.
