Location: They both are pretty diverse cities with a lot of stuff to do outside of the classroom ( leisure, networking, etc.).
Quality: in reality you get out what you put in, you may get a little more guidance at tufts but Howard will challenge you and teach you to be a little more independent ..so it depends what you want
Cost of living: they’re both expensive but I think DC (or the DMV area) is a little cheaper
Facilities: tufts has better facilities
