Is tempeature below -273 celsius, such as -300 Celsius possible to achieve?

Absolute zero has never been achieved - that is the point when all atoms stop vibrating.

So the lowest temperature possible (with current Earthly means) is just a tiny bit higher than 0 K (-273.15 degrees C).
