I think the requirements are an obvious set-up to trick people into indentured servitude/fellowship. Residency and on-the-job training are more than adequate to provide safe anesthestics to kids. If anything, fellowships dilute the residency experience and make fellowship more necessary. Senior pedatric anesthesiologists didn't do fellowships, and they don't feel the need to retrain.

Academics who just want to increase the crop of servants so they can sit in their offices all day and never have to give lectures or do preops or take in-house call when they have slaves to do it all for them. -and naturally, the rules don't apply to them, they are grandfather out.
