The NIH will get a $2 billion funding increase

I hope the Congressman quoted in the article is able to achieve his goal of maintaining the nation's science budget on an upward trajectory and not just letting this be a one time increase. I do hope this time of relative austerity does lead to some reform of the biomedical research enterprise, however, which cannot be left creaking under its own weight every time the national purse becomes a bit shallow
 
Question is: Where will this money end up? Will funding rates even be affected?

From the article it looks like the most significant increases are going towards specific initiatives. Specifically Obama's BRAIN and the drug resistant bacteria research initiatives. Or do you mean within those how will the money be distributed? Hard to say, it's a black box at that point. the drug resistant bacteria initiative is receiving the double the funding it did so it's hard to imagine that funding won't increase in that area but I don't know much about funding allocation.
