3 II's (two WL and one I haven't heard from yet) and 2 rejections in August, 1 rejection since, 23 more schools to hear from... The silence is deafening, starting to lose hope for more II's. Is it normal to go this long then have some more come in or is the party over?

No one can really tell you for sure because it's different for each applicant, but I personally received 3 interview invites between Thanksgiving week and mid-February. Not that that necessarily counts for anything, but it's not over until it's over.
Okay, I just figured most of these schools have long since passed me over and I'll be getting their rejection notice in another 5 months or so. I really don't like the idea of silent rejections...

Patience is a virtue, the need for instant gratification is not.

Don't stress too much. I know a few people who had February interviews and were offered spots in the class, and matriculated at that respective school!

If schools allow updates, you can always send one at the end of the semester-with grades, new shadowing experiences, new leadership experiences, etc. Just look and see if they accept updates. This applies to ones you haven't heard of, and one's you have been waitlisted at.
