I'd remove BU, USC and UOP aka Pacific (your PAT score is too low for them) and I would add UMDNJ, Temple, Buffalo. UMDNJ and Buffalo allow in state tuition after the first year this yields the total educational cost to be around 300K.
 
I got accepted to USC with a 17 PAT this past cycle. Due to the high tuition cost USC is one of the easier schools to get into, relatively speaking. I also got into Temple and VCU so I would add both of them. I wouldn't waste the time and money applying to UNC (made that mistake myself) because they accept very few OOS. My last suggestion would be to add UNLV, they are friendly to OOS and allow you to become instate after the first year! By the way i'm in the UNLV class of 2016.
