If in a 9:1 (Hex:EtOAc) solvent system spot A travels farther than spot B, then in a 1:9 (EtOAc:Hex) solvent system, will Spot A still travel further than spot B?
Also, by increasing the polarity of the solvent system, will there be a small or greater or the same separation between A & B?

I'm guessing you meant 1:9 (Hex:EtOAc)? (otherwise, its not different from first part of your question)
Increasing polarity though will still allow spot A to travel farther since clearly it doesn't interact very much with the silica gel and there's still some non polar mobile phase (hexane) available even if 10% to carry it up.
Increasing polarity will probably give smaller separation b/w A and B
