how come choice c propanone doesn't show two singlets in the HNMR?
 
I dont have topscore, but I think I can answer this question. Propanone has an internal plane of symmetry so the two methyl groups are equivalent and their signals overlap.

so you are saying that propanone would only have one singlet on the H'NMR?
