Transcript and GPA (common issue?)

I go to school in texas and looking to apply this year. I was informed that my official transcript only provides the number of credits and the course grade. The number of hours isn't listed and theres no conversion chart on the transcript. Is this a common practice? I noticed that for med/dental schools, quality points is calculated by letter grade and by the number of semester hours.

semester hours = credit hours
quality points = grade on 4.0 scale x credit hours

example:
A- = 3.667 x 3 credits = 11 quality points

quality points = grade on 4.0 scale x credit hours

example:
A- = 3.667 x 3 credits = 11 quality points

I'll just go by that then. The math changes with whatever method I pick.

For example, my lab is 2 credits but 4 hours. A bad grade wouldn't hurt as much with going the credit route over the hours.
