1. During peak season, 6-8 weeks. During less busy times, 4-6 weeks. There is some variation if you have issues with your courses or how they were put into AACOMAS. Corrections take longer.

2. If by submit, you mean send to schools, then no. No one would look at it without classes and a GPA anyway.

There is no point in submitting your app until the transcripts are received. It will just sit there waiting for them. Your app is only placed in line to be verified after your transcripts are received.
