If a "D" or "F" were received in less advanced work, then the "D" or "F" may be cleared by completing more advanced work with a grade of "C-" or higher.

Examples:

1. A student taking two years of the same language
with grades "DD" and "CC" meets the
requirement because the "CC" in the more
advanced course validates the "DD" in the first
level course.

2. Two years of the same language with grades
"DD" and "DC" meets the requirement because
the "D's" are validated by the grade in the most
advanced class."

The link is for IGETC.... for CC transfers. Not sure if it holds the same for undergraduates. Since spanish is in the A-G requirement, you have to get a passing grade of a C or better. I remember my brothers conditional acceptance to CSU's last year was to get C's or better. Unfortunately he got a D in English and his admissions were revoked.
 
This is somthing you should probably talk to your guidance counselor / college advisor about. I'm sure it probably depends on your individual school or the college you want to go to. I know my hs it would go on permanent transcript but you could try to take it over.

It works for entering-college freshmen (high school seniors) too.

Well, that makes sense, his conditional-acceptance being revoked, if he got a D in the second semester of 12 grade English.
