Transferring from Argosy Psy.D. into a Non-Professional Program After First Year

Transferring is generally frowned upon in graduate school. There are a few good reasons to transfer, but knowingly going into one program with the intent to leave may not reflect well on you. Your better option is to strengthen your application and apply to other programs in the next year or two.
 
There are some descriptions of Argosy students doing what you've described in another front page thread, regarding Argosy Tampa.

"Transferring" is unlikely to happen, at least in the typical definition of transfer. Its not like undergrad...you would basically have to reapply as an entering student, and hope that they accept some of the work done at your previous institution, which they may or may not be willing to do, and even if they do it might not decrease the length of time you will be there - though it may lighten your courseload a bit.
