Call them up, ask if they have a spot for you. Get a LOR from your current PD. Interview, get accepted to the program and away you go.

The sarcasm here is somewhat mild...you should know that this is a difficult and uncommon process. Don't expect it to work unless you're a superstar.

Dangerous. I always encourage people to not try to transfer programs and/or specialties unless there's just something crazy going on that would require it. You take on much risk. I know others have done it but that's just my take. It's a very insecure time as a fresh MD without a finished residency where you would be BE in a certain specialty. If anything goes really bad and you lost your residency spot, couldn't pick up another, you're hosed. Why take the risk. My opinion may not reflect the norm but I'd say stick it out and just finish where you're at. THEN move to SoCal.
